MiX Notices 1.0.1

What it does
  Posts one short server notice in chat on a timer. Every IntervalMinutes it sends the next line
  from the Messages list, in order, starting from a random line after each load, with the Prefix
  in front. It never sends the same line twice in a row unless there is only one line.
  It stays quiet while fewer than MinPlayers are online. If any player has chatted in the last
  QuietAfterChatSeconds, it skips that turn and waits for the next interval.
  The three lines it ships with are placeholders (a welcome line, a community link and a wipe
  schedule). Replace them with your own before going live.

Install
  Drop plugins/MixNotices.cs into carbon/plugins (Carbon) or oxide/plugins (Oxide).

Commands
  mixnotices.now   Console command. Sends the next line now and replies "sent notice N/M".
                   Works from the server console and RCON; in game only for server admins (F1).

Permissions
  None.

Config highlights  (carbon/configs/MixNotices.json)
  IntervalMinutes = 30           Minutes between notices (5 minimum).
  MinPlayers = 1                 Players that must be online for a notice to go out.
  QuietAfterChatSeconds = 60     Skip a turn if anyone chatted this recently. 0 = never skip.
                                 Must be shorter than the interval.
  Prefix = "<color=#f2b340>Server</color>"   Shown before every line. Change it to your server name.
  Messages                       The lines, in the order they are sent. Rich text colour tags work.

Tested
  Tested alone on Carbon 2.0.259.0 with Rust build 25454815 on 2026-09-28; runs without the rest of the MiX Server Pack.
