Posts one short server notice in chat on a timer. Every IntervalMinutes (30) it broadcasts the next line from the Messages list, in order, with your Prefix. It stays quiet while fewer than MinPlayers (1) are online, and skips a turn if anyone has chatted in the last QuietAfterChatSeconds (60), so it does not talk over players. mixnotices.now sends the next line straight away from the server console, RCON or an admin's F1 console. The shipped lines are neutral placeholders (welcome, community link, wipe day); replace them with your own. No permissions. No dependencies. Free. Tested alone on Carbon 2.0.259.0 with Rust build 25454815 on 2026-09-28: it loads, writes its config, registers its commands and unloads cleanly with no other plugin installed. Menus and player actions need a player in game and were not exercised on the test server.
